Planning Enforcement Officer
This vacancy is being advertised on behalf of MTR Partnership who are operating as an employment agency. Required to monitor development to ensure compliance with planning conditions, to investigate complaints received regarding alleged unauthorised or illegal development and to advise and undertake work generally on planning enforcement matters. The suitable applicant will have-
-Relevant experience preferably in planning enforcement.
- A knowledge of planning legislation and regulations
- Experience of dealing directly with members of the public.
- Ability to communicate and negotiate effectively in person and writing
with tact, diplomacy and firmness in sensitive situations, good judgement
and ability to make decisions and accept responsibility.
- Knowledge of Flintshire area and Welsh speaker an advantage.
Key duties will include-
Providing informative advice to the contraveners/complainers and
providing advice to the public on specific enforcement issues and general
enforcement procedures and providing specialist advice to Planning Officers,
assist the Conservation Officer and Forestry Officer and Mineral Planners,
external agencies and the police as and when required on specific
enforcement issues.
Responding to complainers in a timely manner advising them as
appropriate of the Council's intended course of action and subsequently
keeping them informed of progress.
Preparation, issue and service of Planning Contravention Notices,
Breach of Condition Notices, Section 215 Notices, Enforcement and Stop
Notices as appropriate and liaison with the Director of Financial, Legal and
Democratic Services.
As and when required prepare evidence for and appear on behalf of the
County Council as an expert witness in connection with appropriate appeal
and Court proceedings commensurate with postholder's experience.
Processing applications for Certificates of Lawful Existing Use and/or
Development, complaints under the High Hedges legislation and dealing
with enforcement generated planning applications as required.
Maintain manual and computer records and registers relating to
enforcement issues and assist in the development of the Council's
computerised Enforcement system.
Maintain an up-to-date knowledge of current planning and enforcement
legislation.
Provide guidance and direction to technical and administrative support
staff as and when necessary.
